In reply to your favour of the 28th instant. I beg to inform you that the owner of the firm of Alfred Richter Mr. Alfred Richter in New York, is an American citizen and

has established a branch-office in Canton in January 1915. The firm, being of American nationality, has Leen registered in Canton with the American Consulate upon instructions received by same from the State Department in Washington. By virtue of a Power of Attorney the writer has been regis- tered with and is being recognised by the American Consulate of this place as the true and lawful Attorney of the firm

of Alfred Richter, New York.
